The text for the Whispering Workbench event suggests that if there was a vicar, additional options would have been available, but this was never actually implemented and this text will display regardless of whether or not you have a vicar.
This is indeed a completed feature which I implemented. I just tested this successfully locally after adding debug output to the code. I wonder if your issue is not caused by the error (fixed in dev) that causes office-owners to lose their office-job tags in certain cases. Could you upload the save file where this happened?
Cool, thanks! Dropped the savegame into the dev build and the event fires correctly with the vicar case. I *did* alter the order of vicar detection in the event start, but that shouldn't theoretically change anything. I'm thinking it's likely the root is indeed the officer owner tagging thing, which should be fixed. So will keep an eye on it, but this does seem to be happy in the dev build / next experimental build.
