Version 30F

How do I get 30F? No matter what I do I seem to only end up with either 30B or 30E.

If you have 30E, I'm assuming you've already opted in to the Experimental Branch, correct? If you're on the Experimental Branch, Steam is supposed to update your client automagically.

Have you tried:
1) verifying integrity of game cache
2) deleting local game content, and then re-installing?
