I would love confirmation as to whether not receiving a shield in your starting equipment when taking Shield Bearer when you don't have a majority of your stats in the Warrior category (or any of the number of other similar starting equipment issues) is a bug or intended. I see the issue has been addressed in the forums, but I couldn't easily find a clear answer. It's also not listed in the "Not Bugs" or "Features" of the Current Bugs Thread. Thanks!
