Windows Vista/7 64-bit Skill cooldowns don't advance properly

    I've encountered an issue where the cooldowns for some skills (usually custom skills from mods) sometimes don't advance properly; they remain stuck at the beginning of the countdown until the ability select menu for their slot in the skill belt is opened and a skill (any skill, even the one currently there) is selected, at which point the skill becomes usable again. Afterward The skills usually remains functional until a new game is started, at which the problem often returns.
