Just because they could seriousely interfere with the leaderboards and I think it creates a balanced playing field for the leaderboards.
That would mean also making it impossible to gain any achievements if you have mods, etc. Thus, no. It's better that way, since there's no real prize for being the first person on the leaderboard.
