Make 'resistable="0"' work with ALL spell effects.

    As per the tin. At the moment, the only to guarantee that, for example, a Knock effect works every time is to pre-debuff the target with -999 Magic Resistance, apply the effect, and then remove the debuff. That's silly -- we have a tag that should let us do that. Just copypasta the relevant code across all spell effects. :)
