    Per title.
    Reproduction steps:
    1. Delete highscore.txt from My Documents/Gaslamp Games/Dungeons of Dredmor.
    Start DoD.
    High Score list still present.
    Exit DoD.

    2. Through Steam, set the -nukesteamcloud launch option.
    Delete highscore.txt.
    Start DoD, approve nuke.
    High Score list still present.
    Exit DoD.

    3. In Steam > Library > Dungeons of Dredmor > Properties > Updates, disable Steam Cloud synchronization.
    Delete highscore.txt.
    Start DoD, approve nuke.
    High Score list still present.
    Exit DoD.

    4. In Steam > Settings > Cloud, disable Steam Cloud globally.
    Delete highscore.txt.
    Start DoD, approve nuke.
    High Score list still present.
    Exit DoD.

    5. Restart Steam in Offline mode.
    Delete highscore.txt.
    Start DoD, approve nuke.
    High Score list still present.
    Exit DoD.

    6. Physically remove computer's Internet connection. (Ethernet cables, Wi-Fi adapters, you name it, it's gotta go.)
Offer your still-beating heart modem to the nearest Diggle Plushie as a peace offering.
    Perform the Ancient Kronian Ritual.
Build Faraday cage around residence to block external Wi-Fi signals.
    Sell soul to Diggle Satan.
    Delete highscore.txt.
    Start DoD, approve nuke.
High Score list finally freakin' gone.
(Strangely, the problem does not occur with the .dat file holding your used Wizardlands.)
